Master Planning

The Division of Capital Asset Management and Maintenance (DCAMM) is committed to the planned design and development of its asset portfolio through Master Planning. A master plan is a dynamic long-term planning document that provides a conceptual layout to guide future growth and development. Master planning is about making the connection between buildings, social settings, and their surrounding environments. When planning for any type of physical development, it is also important to keep in mind the proposed use of the asset ensuring that form and function come together to meet the desired outcome.

Planning for future development benefits everyone involved, from government agencies, private developers, to business owners and residents. Identifying key program elements, design parameters, asset use and understanding the ramifications of each of these decisions are key to a successful master plan. The value in master planning allows for the most efficient use of an institutions resources and the implementation of industry best practices for the desired uses of a targeted site, either through new construction and/or building renovations.

From DCAMM’s perspective, an institutional master plan is an important asset for integrating the long-term needs of our client agencies, together with safe working environment that not only meets current building standards but ongoing facilities operations as well. Identifying and “right sizing” each of the program components early in the planning and design process – including parking, conference space, energy, security, streetscape – sets a project on the path to success. The process of integrating Planning, Design and Construction into one seamless process not only makes for a better project, but also enhances the capital planning process for the many client agencies DCAMM serves.
